In this painted plaster sculpture, a nude, winged man stands erect, with his legs together, his fits balled at his sides, and his chin tilted upward. He is flanked on either side by two stacked wheels, which are held under his wings. His hair is shaped of zig-zagged lightning bolts. He stands on a base that includes inscriptions on all four sides. On the front it reads: "SPIRIT OF THE NEW DEAL." On the sides are inscribed "T.V.A." and "N.R.A." And on the back it reads: "COPYRIGHTED GEO. BRIDGES."
A white wolf, seen in profile, crouches down over a piece of bone and growls intensely. In front of him are scattered pieces of a broken tree limb, and behind him is a forest and mountains.
