The review of the RFQs submitted to the Museum has been delayed due to the impact of winter weather on our reviewers’ ability to travel, and the meeting to discuss the RFQs has been postponed until February 4th. Notification of the Birmingham Museum of Art’s decision regarding the acceptance or decline of the RFQ applications submitted to us will be sent on February 6th. The date for the posting of the RFP will be transmitted to each of the three firms whose applications were selected to be considered to submit an RFP.

Overview

The Birmingham Museum of Art (BMA/Museum) solicits a Request for Qualifications (RFQ) from a professional architect or architectural firm to prepare a feasibility study to determine the viability of expanding on the Museum’s current footprint, located at 2000 Reverend Abraham Woods, Jr. Boulevard in Birmingham, Alabama. The proposer must demonstrate, through this RFQ, knowledge and experience in the needs of museum facilities as well as the construction of additions to existing structures.

This Request for Qualifications is the first phase of a competitive two-part process. A subsequent Request for Proposals (RFP) will be the second phase. Only successful applicants selected pursuant to this RFQ will be invited to prepare and present RFP proposals in response to the second phase of the competitive process. The Museum reserves the right in its sole objective discretion to select those applicants who will be invited to respond to the RFP. The formal RFP is anticipated to be published on January 10, 2014. Any invitation to submit an RFP that is issued to an applicant by the Museum should in no way be construed as a contract award.

In your RFQ, you say “The formal RFP is anticipated to be published on December 2, 2013.” Have I missed the announcement of award?

No, you have not. We received quite a number of RFQ applications and we’ve had some extenuating circumstances dictate a delay in assessing them. We have set a new date for the publication of the formal RFP. Applicants should look for that on January 10, 2014. Thanks for your patience.

What is the size (sq ft) of the anticipated expansion, if you have an idea yet?

We have not calculated the square footage needs of the Museum yet. At this point in the process, we are more interested in overall team qualifications rather than specifics of our project. We plan to choose three from the submitted RFQ’s and move to a more formal RFP process.

What is the reason for the expansion: larger attendance, desire to expand education programming, etc.

We would like to expand the building in order to allow additional space for more collections storage, as well as offices for support staff. The expansion also must allow for greater exhibition space and more space for our programming, so that we may better engage our audience through the Museum’s general programs, as well as those which are specific to our Education Department.

Could we send you the digital file by We Transfer (enables you to transfer large files) instead of mailing a USB stick?

Certainly! We Transfer is a great way to get this information to us.

Are there specific limits on the format of this submission, i.e. number of pages or file size? Should there be any accompanying printed version to be sent to the Museum?

No, there are no page or file size limits, and no need for any printed supporting materials.

Has the Museum prepared a full program for the expansion space?

We do not have a full program for expansion space at this time. Our main issue is to find out if it’s possible to expand on our current footprint. If not, we would then investigate the possibility of moving to another location.

We are considering submitting our qualifications for the proposed feasibility study project for the expansion of the Birmingham Museum of Art. Can you confirm that the RFQ process is open to out-of-State design firms, and are you encouraging out-of-State firms to apply for the project?

Absolutely, we will consider applications submitted from firms in the United States or abroad.

We have identified a consultant team per the disciplines outlined on the first page of the RFQ. My question: do you expect us to provide resumes, firm profiles, etc. for each discipline or are you only vetting the key leadership team at this point in the process? I understand you want us to prove we have a committed team. I’m just curious how you’d like us to demonstrate it.

You may feel free to submit brief firm profiles and succinct resumes of key leadership team members at this point.

Are all team members/disciplines required to complete the registration form, or will one form from the Team Leader suffice?

Only one registration form should be submitted with each RFQ, but your supporting documents should include the qualifications and relevant information for the entire team you anticipate assembling.

While the RFQ describes the end result or information the museum seeks, it is not clear how replies should be structured. Should we use the Evaluation Criteria outlined on page 6 of the RFQ as a basis for drafting our response?

The format of information is flexible, but you certainly may use the criteria on page 6 as the basis of information you plan to provide.

In the Evaluation Criteria, you note “Evidence of availability of staffing to begin immediately upon award of contract”. What would you consider to be acceptable evidence of staffing availability?

Evidence of availability can be demonstrated by listing teams with whom past work has been accomplished. Successful past collaborations will help to document that your firm has the resources available to complete a project of this scope.

Have any addendums or revisions to the RFQ been issued?

We made only a small revision to the RFQ several weeks ago, as we extended the due date for submissions until November 1, 2013. This change should be incorporated on all sites, and we anticipate making no further amendments to the RFQ.

Could you please clarify whether all disciplines listed on Page 1 of the RFQ are required at this stage, or if they are only to be included in the RFP stage?

Applicants should let us know who they will be working with at this stage, as it is part of our determination as to whether they have the resources to accomplish the project. The BMA assumes that applicants have teams with whom they have worked successfully in the past. Applicants should feel free to use these past projects to demonstrate the final project outcome. When issued, the RFP will ask for more specific details about applicants and their use and management of supporting teams who provide expertise, but at this point, it is important to know that they can assemble a qualified, experienced team so they will be able to complete the project.

Page 1 of the RFQ states that “Only electronically submitted applications will be considered.” However, Page 2 lists a physical mailing address where responses must be received by 2:00 PM on November 1st. Could you please clarify whether this submission is electronic or physical or both?

The BMA would like the materials submitted in a digital format. Because it is anticipated that the file size of material submitted will be quite large, transmission via FTP site is most convenient. If you do not have access to an FTP site, applicants should burn it all to a disk or thumb drive and send by mail or other courier to the Museum’s physical address, which is:

What is Air Space Regulations about?

The downtown area is in the flight path of the Birmingham-Shuttlesworth International Airport. From our observations, we are on the approach path, rather than the departure path. Applicants should be able to: 1) know if there are any constraints or special concerns on what we can build because of overhead clearances related to the air traffic and controlled space, and 2) know if the air traffic will have an impact on the building. It is doubtful that either point is as much of a consideration as the highway in terms of vibration, but applicants who are submitting RFQs (and subsequent RFPs) need to be aware of the situation.
